The Advanced Communication and Informational Age (ACIA) is characterized by the rapid development and proliferation of communication and information technologies. These technologies are transforming the way we live, work, and communicate, and they are also having a profound impact on the role of arms in the world.

In the past, arms were primarily used for physical violence and warfare. However, in the ACIA, arms are increasingly being used for other purposes, such as surveillance, control, and coercion. This is due in part to the fact that the ACIA has made it easier for non-state actors to acquire and use arms.
